Unhappy 2008 Overland - over heating problem

On my home from work yesterday i noticed that my A/C had stopped working and the engine temperature had shot into the red. Whilst I was stuck in queue of traffice I had the heating on full blast and all the windows open to cool engine down. When i managed to get back into moving traffic the engine temp did drop slightly but when i slowed down again the temp shot back up.
I had it towed to the Jeep dealer who today have replaced the bits they thought were causing the problem but when they test drove it the problem is still there!
They tell me that they have had this problem before and are not sure what the problem is.

I have has the car 3 months and it has done 6500km, I live in Dubai so air temp is currenlty about 32degrees.

Any suggestions on what the problem can be so I can go bug the garage and get them to try it.
