So are you getting vacuum at the two back ports of the shift motor when the shift lever is in 4HI? The PART TIME indicator light is controlled by a vacuum switch tied into the line going to these 2 ports, so if no vacuum, no lamp and no axle shift. Also could be bad vacuum switch on transfer case, unscrew and see if stuck.
