79 cherokee wont start

79 with a 360. starter was bench tested and is fine. cables are new and so is the battery. turn the key and nothing. no click, no draw on the lights, nothing. i have a test light that also tests ground. when the key is off, the 2 center terminals and the one going to the starter show a green light {ground}. turn the key on and the center terminal closest to the terminal going to the starter shows nothing. turn the key off, it lights up again. on my cj, when i turn the key it does not go off. any ideas?
