89 Cherokee Turn Signal

My turn signal started flashing rapidly, both directions, last night. Now I have no turn signals. Is this indicative of a blown bulb, a blown fuse, or a blown flasher relay?

By the way, looked at fuse and it is OK. Emergency flashers work. Brake lights and B/U lights work. Next steps?
