Yes, the seat bracket anchor bolts and everything else tend to rust solid over time. My suggestion would be to give all accessible fasteners a daily shot of "PB Blaster" in preparation for gutting the interior.
The seat-belt anchor bolts seem to be the hardest to remove of the floor pan fasteners. Removal of those bolts has been discussed several times in this forum.
To save you a search: The best idea seems to be to weld good sized hex-nuts on top of the seat-belt anchor "torx" fasteners. Then you can use a socket and breaker bar to back out the anchor fasteners -- maybe.
Having a torch, sawzall, impact wrench, patience and a good supply of swear words at hand might also prove useful.
