Angry cant beat the heat !

hey guys this is big and i just cant get past it .... my jeep is over heating , ive replaced the the thermostat, fan clutch, radiator flush . well when i slow down and drive with the heat on it stays with in the parameters but riding with the heat on is killing me and my kids... any thoughts? and if i keep dumping money into this problem i can kiss my lift goodbye

The tricky part is not being able to drive it in....but being able to drive it out.
2001 TJ 4" of lift, long arm kit,ARB's F/R with a viair 450c. Custom front bumper,rocker panels, and sliders.

Just a couple quick ideas:

Just because you flushed the radiator, doesn't mean it's not clogged. I once put tap water into a radiator, and down the road got deposits that flushing would not remove. It ran hot until I replaced the whole radiator.
Do you have a shroud?
Did you put the new thermostat in right? they have an arrow that must face the radiator.
Your water pump could be bad.
Is your timing set to far advanced?
You could consider a powerful electric fan.
