Missing IAC

Okay so I have an 89 YJ 2.5 TBI. I know my way around this Jeep as I am rebuilding it one part and one weekend at a time.

Here is my issue. All of a sudden I am idling high (1500). I checked for vacuum leaks using carb cleaner and found none. Next I was going to clean the IAC but I cannot find one. Please don't tell me where it should be. I know it should be on the valve cover side of the throttle body. It is not there. There are ony two things attached to the throttle body. One is the TPS and one is the gizmo the interfaces with the throttle. There is no IAC.

Is this possible? If so how do I lower the idle. If I have to have an IAC then where the hell is it?

Check diagram above. Is it possible the TB was swapped out at some point?

My '86 and '89 2.5L TBI MJs had an external IAC stepper motor.
