Shimming the axle would "HELP" the angle of the rear drive shaft back towards the normal pitch after lifting the Jeep. And being a CJ the stardard (Don't know the degree #) for a four inch lift should be perfect without any ill effects. I understand the YJ has a slip yoke that can't handle axle shimming alone without the use of a eliminator added or dropping the T-case.
But I agree if it is SUPPOSE to be in the kit then call them up and say Send me what I paid for!!!!
