Cold second start?

On cold mornings, my '97 XJ starts OK, but if I shut it off before it gets warmed up, and then try to start it again a few minutes later, it has trouble starting. I have to hold the starter on for several seconds while it churns and finally starts. Kinda sounds like it's not getting fuel (or getting too much fuel). Is there a sensor somewhere that may be malfunctioning to cause this condition? Does anybody know the "stages" the computer goes through in the warm-up procedure?
