Help!! Speed sensor shorting out 2000 Jeep Grand Cherokee Laredo

A few months ago my engine fan motor went out, I replaced that then my car was high RPM'ing at 3-4,000 and wouldn't go above 30MPH. My battery burned out so I had to replace that. I replaced the speed sensor and it was running great until the other night. It started high RPM'ing and wouldn't go above 30 again. It did it a few times then drove fine. Has anyone else had this problem, what was it? Also when the problem first started and before I replaced the battery my lights and dash would flicker on and off sometimes. Don't know if that's part of it. Any advice would be great thanx
 

3-4000 RPM's sounds like a major vacuum leak or a bad TPS. Any DTC's?. A short in the harness may also cause the symptom but should also throw out a DTC.
