1993 jeep grand cherokee code problems

I've recently had trouble with my jeep and got it running again. Now my check engine light flashed code 12 which is PCM lost power. True I have unhooked the battery and changed PCM and that wasn't the problem so I put the old one back. Also the OBD 1 is throwing code 24. My throttle position sensor is reading above maximum voltage.
as far as driving the jeep it runs ok until I hit a small hill than I lose power. I with the pedal all the way to the floor it does maybe 10mph.

Does anyone know if this is a bad tps or could it be caused by something else?
Also could this be happening because I just put the PCM in?
I put the other PCM back in because when I fixed it last time it would crank and fire but shut off immediately. As soon as I put the other one back in it crank and stayed running.

Do you have a security system?. As far as the engine dying after it starts with the new PCM, it might have something to do with a security system or a programming issue or the lack thereof. As for the running part at 10mph , check the TPS voltage and sensor sweep to make sure there's no bad spots in the sensor and the voltage is correct.
