I recently had my rack and pinion front and rear struts replaced and a full alignment done on my 2003 jeep liberty. However I'm still having the same problems. When I go over bumps, come to a stop or switch lanes my steering wheel goes either left or right I have to adjust it to stay straight I don't know what could be the problem now and also my mechanic checked control arms and nothing is wrong with them

I am not familiar with the Liberty, but on my TJ I would assume that it is a combination of tie rods and alignment. Generally, a steering wheel not returning to center is an alignment issue.

Caster setting us the return to center. More caster faster return.
Also camber will change scrub location. May make it feel like easy to steer.
