more cherokee repairs...crank window on driver's side

Cherokee (pioneer) repairs

Greetings:

The window on the driver's side will go up and down, by manual crank, except if it is rolled all the way to the bottom. If it dropped to the bottom position it will stay down there and the crank simply free-wheels. The only way to raise the window at this point is to lift it by hand and turn the crank at the same time. When the glass is about 3-4 inches above the door frame, the crank catches and I can roll the window up normally.

It looks like the mechanism is behind a welded plate on the door. Is it worth trying to cut into that plate? If yes, any suggestions on how to approach that task? Or, should I just get a new (used) door (kinda expensive)? Or, should I just not roll the window all the way down (not really a satisfactory solution)?
