93 Grand Cherokee V8 Starting problem

Having a problem for the past two months with starting our 93 V8 Grand Cherokee. You have to turn the key to accessory wait until a clicking, winding noise sounds, then the check engine light flickers on - then you can start it! It takes about 10 minutes for this process when it is cold, one to two minutes when the engine is warm. We've had it looked at, the computer does not give any information, the relays were replaced, as well as the wiring from the battery. But, neither of those worked. Help! It's driving us crazy!
