1996 zj power steering issue

I have a 96 ZJ 5.2 V8, recently I swapped the power steering pump and rebuilt the steering gear, at the same time I also swapped the radiator and thermostat. I installed a power steering cooler and mounted it aft of the grille. Driving round town the eng will heat up to a little over 210 and will only get cooler than 210 if the heat is turned on, with the eng at this temp power steering excessively stiffens up and the pump groans while turning at slow speeds.

Is this a failing pump or over temp? I plan on swapping the cooling fan with a side by side electric fan setup.[/FONT]
 

210 is not excessive. Could be a bad pump, should work fine at 210.
 
it only acts up above 210, still possibly bad pump? would the variable effort soleniod on the pump be a culprit?
