04 cherokee crank but no start key light on scanner will not connect to pcm

The key light is on and the guages are jumpn around it cranks but wont start we replaced the pcm it didnt change any of the symptoms i could really use some ideas

Yeah error can not connect with pcm

Does the PCM in the '04 have to be programmed by a Dealer with your VIN before it'll work properly?
