PCM Communications Issue

My OBDII instrument is unable to establish communications with the computer on my 1998 Grand Cherokee Laredo. The CCD bus seems to be up as I can see attempts at data transmission using my oscilloscope. When my Jeep died and refused to start, it left no Check Engine light. Any suggestions on the communications issue? Supposedly, the PCM checks good on a DRBIII. My instrument works on other vehicles.
 

My 1996 is doing the same thing. I think the fuel enrichment gismo is stuck with carbon and has flooded my engine with fuel. It makes the sparkplugs wet and if it ever gets to run it dies after warm-up. some people call this the Idle control valve. I cleaned the ICV and I am going to try a new set of sparkplugs to see if It will start running again. I hope this helps.
