'99 TJ Wiper Problem

The windshield wipers periodically quit working, usually after a lot of rain has fallen. When things dry out, they start working again.

Any ideas about why this occurs?

There is a rubber boot around the wiper motor to keep it dry. If it is getting water in the motor it will make it stop working. Yours probably dries out and starts working again. You can remove your wiper arms and pull the cover off and remove the motor, once it's out you should be able see how it's getting wet and reseal it.
