Are the rear seatbelts supposed to tie down?

I took the jeep out for a spin today with the top off. It was about -1 degrees (colder with the wind chill) but totally sunny. It made me remember something that bugged all summer when I drove with the top off. My rear seatbelts catch the wind and flap around. I'm probably going to just use some velcro straps to keep them from flapping. I was just wondering if jeeps come with something when they are bought new to keep the belts in place?[addsig]

I connected the unused belts together and went to my local Home Depot and bought a bunch of velcro straps. The are great to keep items from flapping in the wind. You can also hold lug wrenches, flashlights, fishing poles, ect.[addsig]
