A/C and Heat

Does anyone know why when I turn my AC or Heat it only blows hard out of the top vent? Picture attached... Also does anyone know what this wire is for?

You have a vacuum leak.
Start at the intake and trace the vac line that enters the cabin through the firewall passenger side.

No kidding the select switch is a vacuum switch. Lose vac and air only blows out the defrost.
