'92 Jeep Cherokee with manual transmission won't move

Acts like the emergency brake is engaged. I can start it, shift gears, but when I try to move, it won't. Also, I cannot push it when it's in neutral. Is this a brake or transmission problem? Six months ago, I had the front brakes worked on by a repudable shop but now I cannot get it out of the garrage to have it picked up.
 

Have you been driving it?
Make sure your parking brake is not engaged.
Chock the front wheels and jack the back axel off the ground and verify you could spin the wheels when in neutral. If you cannot the parking brake may be frozen. I had it happen after a long overnight rain storm. The brake wouldn't release from the drum. And when forced the brake material broke free from the shoe.

Like JPN the first thing I'd do would be jack up the rear and see if the wheels will rotate. You might also verify the shift linkage is working [not just the lever] and it's not stuck between gears.
