Passenger seat not locking in upright position

I am fairly new to the jeep community and have an 07 wrangler, 2 door. Today my passenger seat will only lock if fully reclined. Any suggestions I can try?

First I’d look at the locking mechanism and be sure it is free of debris. Then look for worn damaged parts.
The fact that it dies lock makes me think something is in the way.
