JK turn signal issue

I’ve got a 2016 Wrangle Unlimited Sahara. The right rear brake light and turn indicator don’t work. When switched, the interior dash light flashes rapidly with a rapid clicking noise. The bulbs are good and the fuse is also good. Any recommendations on solving this problem?

Are the new bulbs LED?
Do you have a brush guard around the blinker housing?
Or a CB antenna mounted behind the housing?
If not check that the bulb is seated properly. And the ground to the bulb holder is good. The relay is expecting a certain resistance if a bulb is burnt the resistance is too low and it clicks fast. This same thing happens with LED bulbs and a stock relay.
