I am a new user and not sure what I am doing need help

I have a 95 yj it skip and jump through 1st and second gear, like someone learning to drive a straight shift for the first time. I was told by a mechanic that the clutch has a high spot that was causing the problem. I put a new clutch in and did not help. Could it be the fuel delivery system.

    This is a manual trans?
By skip do you mean it is slipping? Rpms increase but speed does not.
Or do you mean bucking? Let out clutch and you get a rough lurching?

When the clutch was done what was done to the flywheel?
