Flat acceleration when I step on it....

Hi, I have an '85 CJ with an HEI distributor and Weber 38 carb. My HEI is setup at 16 deg btdc, and spark plugs are gapped at 0.045". My carbs idle mixture screw is 1-1/2 turns out, which is the maximum. My idle speed is around 700 rpm. Stepping on the pedal in a regular fashion is fine, but when I push it down all the way, it is flat. It does not lug or try to stall, it just runs very flat. The original jets are in the carb, and I am at about an elevation of 4500 ft. Do I need to adjust the timing differently (9 deg btdc is no good), or do I need to change the jets in the carb (larger jets or smaller jets)? Vacuum hoses are fresh and routed properly. Thank you in advance.
 

I hade my jets in my 38 changed. Then I adjusted acording to the weber instructions and it ran like a champ. I just run factory spec timing.

Well. I got it figured out. I timed it correctly to 9 deg btdc and richened the mixture a tad, and now it runs pretty damn strong.
