A metal one is the cheapest and as long as the average person owns a vehicle, chances are it won't rust out until long after it is either sold or crushed in a wrecking yard:-|
 
With a recent thread still dwelling in my head, i'd say Plastic. It was mentioned that depending on the impact in an event of a collision, a metal fuel tank is more prone to an explosion. That being said, i'd rather eat a whole can of jabanero chillis rather than having fuel ignite on my arse.
