Thanks. Are the relay's located under the hood, or behind the fuse block under the dash?

Hi all, I'm having trouble with fuse #7 blowing (left side running lights). I've disconnected the lights and it still blows when switched is turned on. When I compare the voltage to #9 (right side running lights), it seems the voltage is reversed. Any tips?
