new spark plugs n wires and still 225

on my 93 jeep cherokee i have high hc ppm its reading 225 i need it to go to 220 how can i get that down also i had no gas when i did it (gas light was on) help me out plz

i have a 93 jeep cherokke i went muddin n rite before i waz goin to leve i hit a puddle of water n car turned rite off, turn bak on no problem bt now if im driving it n im slowing down it idles at around 200 rpm and somtimes turn off, i changed spark plug wires n spark plugs and its still doin...
