Poor mileage and smells very rich while running. 94 2.5 wrangler S

I've done a full tune up, O2 sensor, air filter, vacuum lines, PCV elbow and hose ( they were clogged) what else can I do mileage sucks getting less than 200 to a tank?

Progress so far still have a long way to go. Working on a plexi back windshield and recoating the top. Seat covers are soon to be at the top of the list does anyone have any reviews or opinions on seat covers?

Thanks I was thinking that's all it was due to the fact vacuum line wouldn't even connect to that vent but wanted to be sure. Yeah I don't expect to be racing in the old 4 banger but barely getting 60 downhill just doesn't seem right. I replaced a few vacuum lines that were old and brittle not...
