I have a 95 yj with the 2.5, completly stock and i am averaging anywhere from 14-16 mpg. Is this normal or is there something wrong?

I was wondering if there is anything special i need to know about putting a clutch in 95 yj 4cyl. Any tips, tricks, special tools?
