To adjust would you tighten the rod on the throttle or is there another method?

1991 yj 4.0L Automatic My passing gear doesn't seem to kick in when I step on the gas, it just remains at the same rpm and slowly accelerates. The transmission kick down cable is attached to the throttle, could this be a vacuum line issue? Thanks
