Take it to a car wash. clean and then let dry your under carrige. spray Rust-Oleum paint on everything. let dry. then spray a undercoating over the paint and let dry. you should be good to go after that. Your pics show normal damage to a jeep with no undercoating.

Welcome Terry has given you some good advise. I would like to add to check your battery terminals and if they are good and clean try jump starting it from another car. If your Liberty is not a daily driver then the battery can go dead or bad over time. I hope this helps.
