Does anyone know what the 3 & 12 are for? Im sure their gears, and maybe for the 4x4.. But not 100%, can someone help me out? 1998 cherokee XJ SPORT 4x4

A tire like rubbing sound, but they aren't rubbing now that jeep is lifted 3". Only time I hear it is when I'm coasting... Like I lift foot of gas and I hear it, put foot on gas or brake and it's gone? Could be flywheel or something Please help me out Btw, it's a 98 cherokee xj (4x4) God Bless!

I was told after 4-6 months rear end will start to sagg, is this true? And if so what can I do to prevent this at a LOW cost?
