Tire size

I have a 02 Jeep Grand Cherokee Larado and bit has 31x10.5 r15 tires on it and 2" wheel spacers from the previous owner. The washer fluid pump and wiring have been roped to shreds. I was wondering if I put 30x9.5 r15 tires in it if I would have room to fix the factory washer tank or if I need to move it. Any help would be awesome. Thanks
