Front drive shaft turning in 2 wheel drive

Welcome to the Z.

It's perfectly normal for a TJ because there are no locking hubs to unlock or no CAD (central axle disconnect) to prevent the front wheels from spinning the front driveshaft.

Even in a YJ, if you convert to solid shafts up front (in other words, if you buy alloy shafts), the front DS will turn (as is the case in mine).

The YJ front driveshaft may turn slightly at road speeds due to the viscous properties of the transfer case fluid, even with the front axle disconnect.
