90 YJ rough start 2.5l

my buddy has a 90 YJ with a 2.5l tbi
it wont start easily and usually wont start the first time it will start to start up and the hesistate and die
the second time you can watch the idle speed actuator move and then it will rough start and come to idle at 1100rpms
we have tested map sensor,tps sensor,temp sensor
it also sometimes hesitates at around 1500 to 2000 rpms
we have checked for vaccum leaks,and checked the vaccum soleinoid
the egr appears to be working
what could cause it to rough start and move the idle speed on the 2nd start not the first

Does it throw any codes, or have a check engine light?

Have you looked inside the distributor cap?

Could be gunked up or baked enough to throw misdirected or weak sparks that the F.I. has a hard time compensating for.
