My heater blower motor on my 97 tj just randomly went out. How do you test it and where is it located?

Does it work at all?

If you still have high I would say it is the resistor pack.Which is located behind the glove box.

If no speeds work,then I would look at the controller or the blower motor.

The blower motor is located on the passenger side hvac housing under the dash. Like Tony pointed out ,the location of the resistor block , you can test for a 12v coming in from the controller and coming out from the resistor to the blower motor from there.
