Whats this bolt called?

I have a 95 yj 4.0 5 spd and there is a long bolt that runs from the transmission down through the cross member/skid plate. I am assuming it is supposed to have a rubber bushing on the top and bottom, but mine has dry rotted and fell off and all it does is rattle every time you take off from a stop. What is it called and do I really need it? Also on a yj do you really need the panhard bar that goes from the frame to the rearend. I have been told you can do away with it for better flex and ride. Thanks in advance for the help.
 
My RE lift kit simply instructed to loose the rear trackbar; I really could not feel a difference in handling...
 

Does anyone know the actual name of the bolt and if it is really needed?
 
chrome reverse muffler bearing tension bolt.. ha.. mine did the same, the rubber rotted off..
 

bolts to the engine and transmission, i always replace. those parts are kind of important to the jeep movement
