mva vin issuessue

hi all i am having a issue with the maryland mva. my sons 1960 cj5 has a 6 diget serial number. the mva says it should have 10 digits. they got that from the nada books which they use. the title has been lost and i am trying to reconstruct it so we cn get tags for the jeep.
in md the vin and title number is cross reffrenced to the soundex number of the last owner any ideas

In 1960 the serial numbers built were 97919 to 119539. Does yours fall in that range? I'm not sure that early CJ5s have VINs, just serial numbers (I could be wrong on this).
