Hard to shift

I am having a hard time shifting into first or reverse after initial start up. I've tried double clutching, but doesnt seem to do the trick. I just keep playing with it and eventually it works its way into gear. Its a 04 4 cylinder manual tj. Any thoughts?

Try slipping it into 2nd or 3rd real quick first then try first

^ agree, try puting it into another gear then first or reverse.

That's exactly how mine started. I eventually had to have complete overhaul due to excessive synchro wear. The ax5 trans is notorious for synchro wear.

Have you replaced the transmission oil lately? If you do, check the fluid for brass glitter, that's remnants of your synchronizers. You can try a good synthetic like Redline MT90, it often improves shifting, even in cold weather.
