Brake pedal return spring?

Previous owner appears to have installed a return spring on the brake pedal . I beieve it doesn't call for one. Just curious as to why he would install one . I do feel like I have too much free play before brakes are grabbing . Possible he may have tried to mask an issue .

On my 81 CJ7 the spring is to keep the pedal from rattling and keep a positive contact with the brake switch when it's not depressed. I haven't seen it on the manual but I believe it's supposed to be there.
