Do you need a heater / defroster to pass a safety inspection in Hawaii?
As you mentioned, you'd have two hoses going to the heater core under the dash - if you remove the heater core then you could safely connect those two heater hoses together. Now, instead of going out to the heater core and back again, the hoses would just be a loop.

I wouldn't bother doing any of this unless there was a problem with the heater core.
 

or ditch the one hose and run the other back to where the one came from. just have on hose looped, instead of connecting them together.
 
NEVER remove the heater! Even if you don't need heat! Your heater core is nothing more than a small radiator. If you end up in a situation where your vehicle starts over heating, Turn on the heater to the highest temp setting and the blower to high, to draw of as much engine heat as possible. If you off road it is very easy to plug the radiator with mud and run the engine temp up above where it should be, and your heater can prevent engine damage...
