Last December I replaced my alternator because it was spiking the voltage meter to 18 volts. Now 17 months later maybe 5,000 miles (2nd car) the alternator is running low reading 8 volts after the car is started. It then will jump up to normal after the rpms go over 2,000. Any idea what is wrong? And yes I have tightened the alternator belt.

Sounds like an internal regulator issue. I would take it to a local rebuilder and have them check it out. It may cost less to have it fixed than replaced.
I would also check your wire connections at the alternator. Make sure that they are tight and that none of the strands are broken.
