Clutch Cylinder Master line

This is on behalf of my brothers YJ.
93 4.0 5spd... Had to replace the clutch master cylinder, broke the eind of the master line, now we are replacing that. But on the transmission end of the line there is a metal collar like thing covering the seal and there seems to be no way to get it off. Can anyone help at all??

Oh and it's an external master cyl.
Another question, if we cant get this off, could we splice into it? My dad came up with that idea but I am worried that it will need pressure fittings to work. I was under the impression that anything that needs to be bled must have a legit fitting.

i rigged up all my lines when i had to take my transmission out 2 years ago.. i oculdn't get the couplers apart so i cut the line.... i just heated up the plastic line and used a barb fitting and a compression fitting.. works great
