Rear sway bar on a 88 YJ ?

I'm working on my boy's YJ that he bought and they have removed the rear track bar and brackets is this necessary to make it road worthy?

I meant to say track bar in my header
 
No, the rear track bar in a YJ does little to nothing to help drive-ability. Its purpose is to keep the rear axle centered under the Jeep, although the rear axle tracks very straight due to the leaf spring suspension design and the axle trailing solid spring hangers as opposed to shackles.

Some even run without a front track-bar, although it's use is a little more important as the front axle trails behind shackles which allow side-to-side movement of the front axle.
