Unfortunately, NO.. The 98 TJ A/C and heater control head has a mechanical cable for the temperature control, electrical switch for the blower motor control and a vacuum harness for the hvac controls. The 99 TJ a/c and heater control head (Knob type), only uses a vacuum control for the HVAC housing including the temp. control and an electrical connector for the blower. If you want the system from a 99 model, you will have to switch over the entire hvac assembly and controls. I dont know what else you will need to swap over to make it work though.
