Tire carrier for CJ5 w/tailgate

Does anyone know of a swing out or swing down tire carrier that will clear a CJ5 tailgate. I'd prefer one that mounts to the frame. I've pushed my fabrication skills to their limit & I'm still coming up with zilch. Olympic is the only premade one I've found that doesn't come with a bumper(I have a factory drawbar that is welded to the rear crossmember),but I've been told it won't clear the CJ tailgate.Any & all assistance is greatly appreciated. is a swing down carrier an option? I am thinking your welded on hitch might be a limiting factor.

I would just weld some 2x4 stock to the rear cross member (actually I would replace the rear cross member with it) and then build off of that. trailer spindles make great hinges. then just build a simple frame. use an old axle flange as the tire mounting location.
