Bolt on flat fenders?

I banged my fenders up pretty well, last time I wend offroading, and I'm thinking about going with flat fenders on my TJ. All that I've seen require you to cut down your existing fender, then place the new fender on top of it. Are there any out there that are bolt in replacements, the same way you'd bolt in a new set of stock fenders?

Also, I think I'd like to get some raw steel fenders and paint them myself. After the powder coat on my rockers bubbled up, it was hard to paint them again.
 
I've got a 2005 TJ, so I think it's a bit more than a JK

I like the look of these:

But you still have to cut the existing fenders to make them fit
