Even with the vacuum disco disconnected, the front DS will spin a little. It's the viscous properties and parasitic drag from the diff and/or transfer case.
You should pull the diff cover and change the fluid if the jeep is new to you, and check what type of differential is in there. it's also easy to pull the vacuum disconnect to see if it is original or replaced with a 1piece shaft.
To test your vacuum disconnect, remove the two vacuum plug connector at the axle and feel for equally strong vacuum switching between each port. One port for 2wd and the other for 4wd. That 3rd vacuum line is for the 4wd light at the firewall. Also remove the disconnect from the axle and make sure the shift fork moves easily by hand.
If you're ever wheelin and the disconnect is not operating properly, simply remove it and install it upside down. It will then hold the disconnect in the connected position until you turn it back right side up.
