Radiator shroud

I have a 1999 Jeep Grand Cherokee v8 Limited. Recently I was told I may not need the radiator shroud or cowling. So my question is is the shroud necessary? Or can I take it out completely?
 

Are you talking about the thing with the word caution fan written on it:

I don't know enough to tell you if you have to have it (you could take it off to test), but I personally would leave it. It does improve cooling by making the fan more efficient, and it probably does quite a bit for safety.

Is there a reason you want to pull it out?

Yeah that's it. I accidentally broke the top of it off trying to put a new part in. And recently I was told I might not need it because a lot of other cars don't have one. So I can either take it out and replace it if I need it, or take it out and leave it out because the top of it is broken.
